Question on symbol in mission briefing

i also see a symbol that looks like a chain sometimes, does that mean it is a part 2 mission ? Or sequence to a previous mission ?
 
Just note... not all missions with that symbol are surface missions... which is certainly a bug. Some massacre missions have it despite having no requirement to scan a surface beacon or similar.

On serious note - as stated above, it's a mark that destination is on the surface of a landable moon/planet. Chain means it's a follow up mission given exclusively in certain ocassions as a continuation of already delivered mission. Dots in a triangle means wing mission - those pay better but require more (like 3548 t delivered instead of reguler 198). Still doable solo but require multiple runs to finish.

Oh, and for planetary landing - make sure your ship has strong enough thrusters. While in space weak D-rated ones will suffice then dropping into gravity stronger than 0.25g may lead to common issue called BPS (brown pants syndrome) when you max throttle up and your descend speed is still 3 digit value.

Mission is only complete-able using Horizons features (it involves or may involve planetary access).

Is it a bug? I always assumed those missions had a random component where you could be asked to scan a surface beacon as part of the hunt, but sometimes you got away without having to do so?

Not in my experience... most missions have a consistent need to use the surface scan points (Such as "Urgent Terror Kill Requests"); they either do or they don't... it all depends on the flavour of the mission.
