Horizons Question re: BGS and the 2.3 update - reset?

Just had a query about BGS and whether all of the states got wiped out with the update. There was a faction we were supporting to expand it to another galaxy (Fedral Liberal Command) and it looked like were going to be successful. Today's tick should have ended Expansion successfully and placed FLC in a new system.. NO signs of it. Wondering if the server reboot/updatecaused a lot of pending and active states got totally dumped
It appears the BGS part of the game was probably prepared to end the expansion and just never made the placement. Or something.

FDev have said their going to roll back the BGS stats to the most recent prior to the 2.3 update. So any work carried out since 2.3 won't count, but at least it will recover some of the '0' influences that have occurred.
