Question re Reckless Firing Fine?

I've had a couple of these, once last night and again just now.

Thing is though afterwards all the ships that were hostile were also Wanted. Does this mean that a minor accidental "clip" doesn't make the target hostile to you or is something wrong here? Because I understood that shooting a ship before a completed scan wouldn't result in an infraction if it turned out to be Wanted...
 
I had few times situation like that:
Droping to a weapons fire uss
There are few pirates,they are starting cargo scan.I have no cargo...They do 180 turn and powering their FSD...I target one of them
And before scan to finish I open fire...npc ignoring my fire and after few seconds they all jump away...I got fine.

That's what I believed was going to be the case from 3.0.5 (?), until I got a bounty on my head for landing 2 APA shots on the shield of a pirate lord Corvette (wing assassination mission target), who, guess what, turned out to be wanted 1 second later.
 
The other week after 3.0 came in I was trying to do some salvage missions and sucking badly as I couldn't deal with the NPC wings. So after several insta-deaths in a row I changed my DBX Scout to have chaff and mines. Thinking when the heat turns up I can drop them and boost away.

Seems that the feds arrived just after I tried to bug out and I got an indiscriminate fine for using my mines. Funny thing is I also got a bounty for one of the wing that got toasted when the feds set about them.

So the question is if it blew up how did they know which mine was mine? Sorry. Haven't accidentally shot or crashed into anyone yet but it's only a matter of time.
 
I had something similar in a hazres, a wanted ship flew through my fire while I was firing on another wanted ship, and I got a $300 fine for reckless fire which I quickly/simply paid off at the local station. However it happened again the next day and I ignored it, thinking I'd pay the fine once I ran out of ammo, but the next day it was a bounty. Now I didn't look too closely when it happened, so I don't know if it started as a fine and then after 24 hours turned into a bounty, but it was still $300 so I didn't kill anyone. But seeing as it was now a bounty I couldn't pay it at the local station, I couldn't get my fuel scoop as all services were denied, so I had to carefully plot a course to the closest IF 50ly away as I was already low on fuel. If I'd been really low on fuel and couldn't jump out of system, I would have been screwed....... Also, since when should you get fined for clipping a wanted ship anyway? Sheesh....

Fines no longer morph into bounties according to the new c&p rules. If that's indeed the case you should report it.
