Is the only way to talk to her in federation space? I already dedicated to the Alliance so I am sure docking in fed space would be bad?? Just curious, thanks!!

The Superpowers care not where we dock - nor that we may hold rank with more than one.
Deciat isn't fed right now anyway. The controlling faction is an independent feudal player-supported faction, and powerplay-wise it's exploited by Arissa Lavigny-Duval.
Oh that is good to know all I see is that I am in hostile territory and think that the NPC factions would blast me out of space if I happen to get too close? Good to know they don’t!

NPCs probably won't. Players might, depending on which game mode you choose to travel there in.
I only play solo for now but thanks for the info was worried about the NPC’s mostly heh
Nah, you're only showing as "hostile" because you're pledged to Mahon and you're in ALD territory. If you're not carrying powerplay cargo even the NPCs won't bother you.
