Powerplay Faction: Aisling Duval Question request

Hello our systems used to be under Aisling Duvals ctrl.
Not sure when this changed though.
How does one request expansion of Duval into a system cluster ?

If I recall correctly, Himardisc was lost as a result of Shattered Prism, an attack lead by the Feds.
