Question to Devs about Lavigny Duval

With the Empire already being made strong in PP with 4 powers (more than any other group) why was Lavigny Duvals bonuses made so OP. Look at the passive 20% bounty bonus and the 5% black market bonus. Then add to the the bonus going up based on the standing in Tier 2 rewards for supporters and add to that the 100% at Tier 5 which as I understand stacks with the passive as well. Duval supporters get more ways to make money than others that face more problems with getting nerfed. Powerplay is such a massive credit sink it looks like FD is setting up the Empire and specifically Lavigny Duval for success. There needs to be some serious balancing of the PP perk bonuses
