can Platinum be bought in game, or only mined ?

Platinum is only available through mining. The best place to mine for it is pristine metallic planetary rings.

Edit: It can also be found in mission rewards, but it's very rare.

Also you can find platinum on planet surfaces at the small crash sites, I found plenty doing skimmer missions searching around.
