I am onto the secound campaign I have the Allosaurus in its enclosure but the the task to make sure the Allosaurus is safely the bar underneather this take is only at the half way point and doesnt look like its moving to complete this task. Am I missing somthing or has it buged out?

That Allosaurus. THAT Allosaurus.... that specific Allosaurus has been party to a few bugs.
At this point, there should be an achievement for successfully enclosing it.
Anyhow...
Are you referring to the timer bar? If the enclosure is undamaged, then it sounds like a bug. If he's not completely bugged out, try tranquilizing it, and move it out, then back in. You may have to restart the mission in the end if everything fails.
You'll find this bug again in the future - guaranteed - particularly with a quarantine timer you'll need for dart treatment.

Check very carefully that there are no other wild dinosaurs (Gallimimus and Compsognathus are there iirc) in there. They don't show up on the map and aren't always very visible!
There could be a Gallimimus or a Triceratops inside the enclosure. Make sure the enclosure is completely empty (or build a new one), and that the Allosaurus is the only dinosaur in there!
