Questions about bounties and influence

Just a couple of things I wanted to clarify.
1. Does turning in a bounty raise the influence of the faction at which station you turn the bounty in, or the influence of the faction that issued the bounty?
2. If the latter is true in 1, which I suspect it is but I wanted to make sure, does turning in the bounty increase that faction's influence in the system where that bounty is turned in, or the system where the bounty was issued?

Basically, hypothetically, let's say I've got 50mil on my head and I wanted to have someone shoot me to get the money. If they shoot me then turn the bounty in at a system where I'm not trying to influence BGS, will the influence of whatever faction I'm trying to damage raise in the system I'm working on, or the system where the bounty is turned in?

1. The faction who issued the voucher gets the influence; and
2. It affects the influence for the system it's turned in at.

So yes, you can earn bounties with one faction in one system, and give the effect to that faction in a different system. Good when bounty options in the target system are limited, or the faction has no jurisdictions to earn them in.

So the diminishing returns kick in at 5m? I've been using 10m/tick for systems I'm not being opposed in - am I partially wasting my time then?
You get >90% for 4,5 Mio of what you get for ~8 Mio.
You get around 80% for 3 Mio of what you get for ~8 Mio.
You get ~50% for 1 Mio of what you get for ~8 Mio.
And you get ~20% for 350K (!) of what you get for ~8 Mio.

Btw, i didn't see this bit.

In your specific example, isn't the claim on a person with a bounty limited to something like 2m or something to mitigate exploits? Because it's very easy to rack up a multi billion credit bounty (even if said pilot doesn't have that much money), which would just be a free, instant credit faucet (the application against influence not being a core issue here)

Gotcha. I was thinking about that and I definitely could see where it'd be an insane exploit to just bounty trade each other for credits. I was more worried about the influence part anyway.

there was one group that got rather notorious for running the following cycle:
  1. Get scanned by cops while carrying stolen stuff
  2. offload stolen stuff at carrier
  3. assault friend (in a wing with three other friends) thereby converting that fine to a bounty
  4. get blown up by the full wing (thereby earning them 2m each)
One person pays a 2m bounty (plus rebuy), wing earns 8m.
If I remember rightly, this was before bounty payouts got buffed so an 8m bounty drop for a few minutes of work was pretty special. These days you can get that sort of payout solo just doing it normally in a haz-res.
 
As an aside, source and return missions might be Threat level 8 in difficulty, but they now rarely spawn any mission enemies that can be killed for bounties. I've taken 18 26 missions in a row for nada enemies spawned.

Kind defeats the purpose of it being a dangerous Threat level 8 mission when no danger actually exists. At that rank of difficulty you would expect the hounds of hell after you.

Mission threat level is the 3.8 equivalent for mission rank. It gets very misleading since you'll see the word "threat" and expect danger. It does however affect the rewards, how much cargo it needs and the difficulty of NPCs if they do end up spawning.
