Questions about missions

Some questions relating to the new missions - especially the seek & destroy ones.
So we are told that the targets can now be found in both USS sites and SC space.
Does this still hold true as I am having a really hard time finding said targets in USS?

Also, how are we meant to respond (if at all) to incoming messages such as "I'm really glad I found you etc."

I note too that we now have new targets types to tack down, including smugglers and 'infected' ships.
How do we recognise these?

Any help would be greatly appreciated.

I can't seem to find any infected ships. Where should I be looking? Supercruised around for a while, and when I didn't see anything there, I checked a handful of USSs. Finally, I tried hanging out at the nav beacon for a bit. Nothing.
