Considering only Elite Dangerous: Horizons, using DK2 NOT CK1.
Would I see sufficient performance increase to reduce or remove the head-tracking lag-like judders I see when turning my head on a planet's surface or in a large station when upgrading from:
i5 2500K @ 4.4GHz
to:
i5 4690K @ 4.20GHz (slightly slower clock speed)
You might consider an i7-3770K (or even 2600K) as the i7 "does a lot to stabilize minimum framerates" (which is what VR needs):

Not my video of course, but this shows various upgrade options from the 2500K, Skip to 2:30 in for discussion on minimum framerates from the various CPUs. Remember the i7 also features 8MB L3 cache (33% more than i5) which is part of this equation.
This video also compares the i7-3770K to the skylake (i5/i7-6xxxK chips). i7-3770K @ 4.4 Ghz has higher min fps than even the i5-6600K (although stock speeds).
Lastly, there are some benefits on minimum FPS to be had with RAM speed - if you're still running DDR3-1333 you might consider 1866 or 2133 ram for your existing platform.
