So to get the special gear, do i have to maintain rank 3 for all 4 weeks, or only get rank 3 on the 4th week?

Yeah just sign up with the guy, do nothing for 3 weeks, then find an anarchy controller by an opposing power and shoot a bunch of their ships till you have 75 merits or whatever it is. Then turn em in. And wait till you get your rank.

Then buy a bajillion of them and store them.
