Quick Powerplay ???

Ok, so I decided to give this powerplay a go, joined Aisling Duval obviously and then offered to transport 10 Propaganda media things to the desired system, errr which is where? Where am I suppose to take this stuff? It doesnt seem to tell you what they want you to do with it.

So it say 140/100 preparation. What does that mean, and I have 500cc have no idea where I got it from, what should I do with that?
