If I bring exploration data to a Federation or Imperial controlled system and hand the data in will it add to the fed/imp rankings?

Not strictly true, it will also add influence to the faction that owns the station where you sell the data, i'm not sure if super powers get an influence bonus for powerplay, someone else would have to explain that.
