Horizons Quick Question about settlements

Hi There

understand that the settlements where you can scan data points, appear in your contacts list with + - +++ depending on the size
and security low - high etc

My question is this, are all settlements aggressive, is it possible to scan data points without first having to destroy stuff?

I ask because it seems that if I want to scan data points I will get a wanted status for it, or is that wanted status only applicable to that settlement?
The bounty given still sticks though, which makes my life a bit hairy.

I'm just bumming round the galaxy trying not to upset anyone, it would be nice if there are settlements that are friendly.

Yes, if you're swift enough, you can be done with the smaller ones before someone notices.
But generally they are hostile. Well, not really hostile, but they will shoot any strangers that go over the fence.
I guess they just like their privacy.


...hmmm. What might they be doing there, I wonder.
