Powerplay Faction: Arissa Lavigny-Duval Quick Question if I may regarding Uncontrolled systems.

So If I'm in an Uncontrolled System but a minor faction is Empire, and has most INF. since aligned to arissa lavigny-duval I need to "Prepare" the system with corruption reports, I'm guessing from a system controlled by arissa lavigny-duval to go and drop them off to the uncontrolled system?

I have Been playing for a while but decided to give PP a go and enjoy some BGS too, Have I poined myself into this game play direction?

As I understand it, Her Excellency and the One True Empress Arissa Lavigny-Duval (Long May She Reign) is unfortunately in a state of turmoil over her controlled systems. The pretenders and usurpers have conspired to throw key systems into disarray and run up massive credit deficits. As a result, the Empress is unable to further expand her influence into the chaotic regions of the galaxy until the budgets are balanced.

And with no systems nominated for expansion, we're stuck with fortify actions only.
