That's how I've always seen it but can't confirm for sure. Missions are definitely the best way to go though.Unless they changed something, combat bonds will only boost your faction reputation and Pilot Federation combat rank. It will not boost your faction Rank level for promotions unless you combine it with missions (which is where the increase will come from.)

Major faction ranking is all about missions. So missions offer a little progress and some offer a lot. Which do what, is a major subject of debate. Donation/charity missions in my opinion, are the best for raising rank; but the cost of each mission makes little difference. Donating 25000 credits is just as good as donation 250000 credits, so if funds are tight for you, you don't have to strip out your bank account to make them happy. However; the higher your rank and bank account; the larger they seem to demand. The power of all the other missions towards your major faction rank; I believe, is more down to system status and what is going on at the time.So it does work?

I don't really need Juri Ishmaak's engineering skills for anything but I was thinking that harvesting CZs might be a good way to kill 2 birds with one stone by ranking up with the fed's and getting him his Cr1m of combat bonds while I'm at it.
