Can someone access the Frontier Store from the black? or must they be in a station with Livery???

The store is over there, but you'll need access to a station to apply the items to your ship.

You can access it from the main menu, if you don't wish to go back to a station first. So you can always save and quit to menu for a browse.

Should you purchase something you wish to apply to the ship, then sadly, the livery is only accessible at the stations.
