Quivira dual community goals question

here is a quote from the game news:

"There is one small catch. The takeover of Quivira must be completed before the People's Quivira for Equality Party manages to fortify their position. If the Senator is forced to send in his private fleet all bonus payments will be forfeit."

My question is: What does this exactly mean? This is not mentioned for the defending side (protecting against Patreus), only for the attacking side (wages of war).
The way I get it so far: supporting the attack side can give higher rewards than the defending side, there is a risk however to get nothing. The defending side always gets paid.

Can anyone explain the details? Do the attackers get no bonus if the defenders get to at least tier 1 or something?

Honestly we don't know at the moment.

It probably means that Patreus's side have to complete their goal (all of it) before the Independents complete theirs. If the Empire players fail, they will lose some or all of their CG reward. What isn't clear is if it's just the global reward they lose, or personal credits, or both.

There doesn't appear to be a similar condition for the independents, and actually the news article mentions a fund being set up with the bank of Zaonce to pay people, which suggests independents will get paid even if they lose.

I guess for lore reasons or whatever things can't always be balanced but I think this is bull. I would have to downgrade my ship to fight for the empire. Dirty Independents shouldn't win because they get a station instead of a dock. Womp Womp.

Oh boo hoo things aren't balanced
Beside you can take any ship to the CZ zones, so you don't have to down grade your ship, just have a smaller one in a nearby system to taxi in the vouchers.
If that is too much effort for you, then you don't deserve to win.

And its quite far from the star too. I can't help but think this one is a little skewed in favour of the rebels.

I agree, this fight is lost due output...I am fighting in Clipper...

I have "taxi" ship as Side...

Small tip for Empire Commanders:
If you have your big ship in Godel Dock (I in this station also "collect" Pirate lord missions and complete those) to save time after you visit Stapledon Dock jump to nearby system and then jump back to avoid long 28 000 ls back travel with Side.

So do you want FD to GIVE the Empire that station to satisfy you, after all the Empire are INVADING that System...it isn't theirs in the first place.

The post above gives the common sense answer TBH. 6 Imp progression missions on the trot there, all completed, now at Lord.

They won't. They'll win because many CMDRs are too lazy for a few minutes of supercruise and/or unwilling to just dock at the larger station and buy a smaller disposable ship to pick up the CG and turn in bonds.

I'd guess it'll be the same as Lugh where the text implies that only one side can win but actually both sides still get paid. In any event, just sign up for both sides and then you're guaranteed to get paid. Possibly twice.
