Newcomer / Intro Radar markers, how do they work?

We know green is frienly, yellow is neurtal, red is hostile and flashing red is shooting at you.

But nothing tells what can we shoot?

Obviously everything wanted appears to be free to shoot, but I couldn't find explanation on whether or not I can shoot back at things that aren't wanted, but appear flashing red on radar.

Square = hardpoints not deployed
Triangle = hardpoints deployed
hollow = human
solid = AI

green = your side
red = other side
yellow = neutral
white = cargo or navigation buoy or missiles

flashing red = attacking you
<> around it = current target by you

Big rock shaped things in yellow = asteroids


Nothing points if we can retaliate or not.
 
You have to target them and scan them to find out if they are wanted in the current system.

If you're in an anarchy system, there's no local crimes to report, so everyone will be listed as clean...but there are no local crimes to report, so you won't get a crime report either.

If they are clean, outside anarchu system and shooting at me, am I allowed to retaliate?
 
If they shoot at you first, you are allowed to retaliate in any system. However, if a System Authority Ship is shooting at you, you may not want to retaliate regardless if you can take him out or not - they'll have buddies and the negative rep (even if they shoot at you first) won't be worth it (but that's my opinion).

If the NPC is associated with a faction (check in the left UI under contacts) and you destroy that ship, you will always gain a negative reputation with that particular faction. Some factions are so small, it doesn't matter. Some are pirate factions (i.e. Antares Mafia). Some are listed as "None" - these ships you can blow to bits without worrying about faction rep (however you will still gain a bounty if you kill them in a faction controlled system and they are not wanted).

yeah, I wasn't planning on opening at an Authority ship, but other than that, if it's Flashing red, it's dead?
