Do the rings on the radar/gravidar have any relevance?

I'm trying to learn how to use it for situational awareness and gauging distance on it would be very helpful.
 
Yes- they mark unit distance since the scale is logarithmic. Each ring delineates an arbitrary distance away from your vessel; 1 ring => 1*x metres, 2 rings => 2*x metres, 3 rings => 3*x metres, etc.

That all depends on your settings - you can set the scanner to linear or log IIRC.

Look in your systems panel for the mode.
 
You'll find out pretty quickly that they're largely irrelevant.
In combat it's simply an indicator of their approximate range so you can decide if it's worth turning towards them and zapping them out of the sky or not.
Their actual distance doesn't seem to be a major factor as the distances are covered very quickly and the weapons extend your effective range anyway.
Anything off the scanner (wobbling a vague targets) is automatically placed at an indicated range of infinity, to the viewer anyway.
For very close quarters maneuvering, such as threading your way between the spars of a capital ship, the scanner ranges tell you nothing as you're on visual anyway.
 
I hope we get some options eventually to customize the radar.
The rings make the radar less clear and can obscur the intersections of the perpendicular lines with plane.
I would just like to shut off the rings and perhaps have an option to make it show the range of your weapon(s)

I have seen some old concepts of the radar, like in the old capital battle video and they look a lot crisper and clearer for some reason.
