Ram Tah broken?

Anyone have an idea why Ram Tah is refusing to let me engineer some heat sinks? I have the materials but he says I don't

I think so as in hes already met him otherwise I think landing permission would be denied if mem serves me correctly...……..
(any hoo I think he already has sorted it via noggin the cdb requirement as that is also classed as a mat)

ya don't get tripped up by the frequency of how often you may have to do that Things not appearing ect ect ect ect

I did exit to desktop completely and relog and the bug was still there. I ended up just pinning that blueprint and doing it remotely, but definitely this was a bug. It was as if he wasn't seeing that I actually had the necessary mats.
