Newcomer / Intro ramming is getting annoying

If you are in an Anarchy system you can get attacked by NPC's without a bounty.

Life's tough. Better though than "I got rammed, I died", I suppose. And here you are to tell the tale. Suggest it's worth raising a support ticket. Had another NPC finished off the kill you should still receive the bounty if it's within n seconds. Given the NPC ended up dead (from ramming) if you'd been shooting it up to that point, then a kill's a kill.

On the other hand, one pilot's ramming is another's tactical decision. And doesn't it take two to ram - did it ram you, or you ram it... hmmm.

I got fined for being rammed by a (wanted) Cobra (and again by an Anaconda... survived with 2% hull). NPCs seriously need some flight training.

I was being buzzed by two cobras today, got hit by both of them and they weren't even wanted or had been fired on.

You've got to be awfully close to a ship for ramming to be a viable tactic. Too close, in my opinion.

I also suspect your vector and speed relative to the other ship weren't high enough; i.e. you were a sitting duck.
