Random NPC attack since the smash signal incident.

Hello gentleman, I've seen reports and experienced myself random npc attacks ever since the smash signal started.
Most of the time is from system authority forces. but some times is just from random npcs.


You jump into a station or a planet surface. Some npc appears says nothing and

Have you experienced something similar?
Is it possible that there is a pattern ? or maybe is it just a bug?
