Randomly encountered skimmers show no info

I'm driving around a planet surface just now for the first time since 3.0 dropped, looking for materials.

As I'm driving around I notice that every PoI I've come across that has skimmers, they all spawn as just "skimmer" and there's nothing saying who they're affiliated with, or if they're wanted. I haven't tried shooting one just to see what happens, because I'm not about to get a bounty on my head while flying around the super expensive Type-10 I just bought and currently happen to be flying.

As a law-abiding citizen who liked blowing up skimmers while looking for mats on planet surfaces, was this intended? I hope not..

Yeah saw the same just after 3.0 dropped. Shot one by mistake and didn't get fined - then finished it off. Got a nice 1,000 cr reward. Then again, don't trust it, may have been lucky. Looks a bug.

I was doing the same (looking at the great new planet surfaces) and noticed the same about skimmers.

In my case, being in an Anarchy system (with zero population), I figured that maybe was why. But I really am just guessing.
