Neither Reputation or Influence is indicative of rank increase. There isn't any in game feature (currently) that shows what the rank increase % is for each mission.

Although I do believe charity missions seem to bump your ranking the best. Classified Data missions as well if memory serves correct.

Both. Being allied with the major power (rep) or minor faction (inf) are both necessary for mission availability.

This ^ if you're trying to improve your relationship with a faction or boost that factions influence in a system

If you're looking to increase your fed/empire rank then focus on charity and classified data missions. TBO I never bothered with the influence/reputation thing when I was ranking up - I would sometimes do a mission that had low rep/influence and I would still get several percent added to my rank bar on completion

This is the role of multi-role ships (ahem). I use an Asp fitted with cargo racks mostly, and 6 multi cannons. That can cope with just about any mission. Just do all of them
