What rank I need to fly python ?

The Python isn't a faction specific ship so you only need enough EC to buy it

You just need a big wallet. No rank is required.

Ship's aren't locked by rank, so you can purchase it at any time, as long as you have the 56mil to buy it, plus some extra money to cover the insurance costs, and maybe some more than that to outfit with weapons and/or modules.

Also, it's not a weird system, considering that the series has had this system since 1992 (Frontier: Elite II).
