rank progression missions (kill pirates)

Hi all, just wanted to add an interesting point I discovered yesterday for those having trouble with parts of the Naval Rank Progressions where you have to go to a system and kill Pirates, for me it was the empire squire to knight rank mission,

I had to kill 5 pirates in a system nearby, this system was unexplored deep space with 1 star, ( had multiple locations to go too all same set up ) I never got interdicted by the one ship that pooped onto the map, the USS were so infrequent that I had to jump around the 2 or 3 systems listed hoping to repop the instance, the amount of USS that had abandoned cargo was insane I could make a fortune off that now:) ,. I eventually found a USS with 5 ships 1 was a running hauler. the other 4 all scanned me and complained in chat about not having cargo and left me be, all were clean as it was a deep space zone, now not wanting to risk the faction by shooting them clean (KWS showed a bounty) this may or may not be an issue but I wasn't risking it, I went back to a populated system and brought 6 non lethal weapons and tried again, when I found the USS with ships again they appeared clean with KWS bounties but upon scanning my now 6 cargo items they attack and go red, at this point I was able to kill them with no risk to my faction and aquire the kills I needed to complete this mission, it was very frustrating trying to find them so having some / any cargo at least will make them attack so you don't have to risk faction loss.

Yep. I went back and filled up with gold after the pirate said "another dud". Realised I needed cargo in my hold.
 
Hm, for me it worked like this:


I had no cargo, got scanned, heard the another dud speech. Killed the guy. +1 on the mission list. But then this was pre 1.1 I think..

Yep - same here. They have to scan your cargo to demonstrate they are a pirate. Bounty hunters and authority do a status scan. You don't need to be carrying cargo for pirates to be flagged as a pirate.
 
But if you're in an Anarchy system, do you still get a faction hit? I am still a bit puzzled by all that... I know you don't get fined/wanted flag but not at all clear on how the minor factions will react to Anarchy combat.
