rank progression / system status relationship question

hello i was wondering if the status of a system (ie economical boom, bust, faminine...) is related to the rank progression.
I mean are there systems offering naval opportunity more than others?

I believe it is random. The way to make these missions spawn is to gain reputation with minor races affiliated to the Empire or Federation. Once you reach allied, move to another system & repeat the process. Sooner or later the naval missions start to appear.

Every where I go I am already allied with the federation minor factions and I do not get naval progression missions. I am currently a warrant officer. I was a Chief petty officer forever and stumbled across a system that I was already allied with but still gave me some naval progression missions. Now they were offering me missions for the rank I already had and missions for warrant officer. I had to do 3 different missions that was supposed to give me warrant officer before it actually gave me warrant officer. And I have not seen a naval progression mission since and like I said everywhere I go I am already allied with the minor factions. So I guess I am just going to have to wait until they fix it or until by chance I stumble upon another system that for whatever reason, has some naval progression missions for me.
