I at first grinded out a Fed Rank to Lt Commander, and then after 1.3, I decided I wanted to get the Courier. I noticed when I hit Liaedin that I had an Empire progression waiting, probably from running some small errands here and there particularly for bounties, so I performed the mission and got the "Outsider" title. I decided to travel south to where the concentration of Empire systems are located and began to grind every mission, every CZ, and every RES for indepedent faction bounties - not fighting any Wanted commanders from the Empire faction. 3 days straight, mission after mission, all selected from Empire factions, large and small, and no Rank Progression offer? When I did the grind for my Federation rankings, I recall that the lower ranks went by fairly quickly - perhaps after a half dozen or so missions from the Bulletin Board. However, despite countless missions spent for the Empire, I am still at the "Outsider" ranking and I have not received a Rank Progression or a System Invitation, as I did with the Federation - although, I am not sure if the Empire gives those system invitations out as you progress through the ranks.
Anyone know if the system is broken still? I noticed the last patch update stated that the rank progression missions were fixed, but I seemingly cannot grind enough just to get to the next rank from "Outsider". Anyone else experiencing this issue?
