Rank stuck at 100% for a very long time

I've been stuck at 100% rank (Warrant Officer, Fed)for over a year. I thought maybe I needed to increase my combat rank. I did that on Friday and I'm still stuck.
Not sure what I need to do to advance. I've looked around a bit and it seems there are promotion missions. I've never seen one appear.

find a station you are friendly with and find a Federal Navy courier mission ... it will say in the description that it's to rank up.

Look for any system (station) that has Federation presence and check their mission boards. It will show us Federation-something-something mission. Although you might have to refresh the board several times, switch game modes or jump to other systems with Fed presence to find that rank up mission.

They always have "Navy" in the name of the mission, for both Fed and Imp.

I had the same problem. I ignored Naval Rank Progression missions for the longest time and when I finally got around to actually wanting to work toward a FAS I couldn't find any missions.

Here's what I did to kick start them: I found a nice Federation system in the midst of a famine that had multiple Federation factions. I took every charitable donation mission that I could. After about an hour I started seeing Rank Progression missions show up ... but they required a "Cordial" rep so ... a few more donations and I was able to progress to the next rank.

Thanks guys. Found a Navy mission and got my next rank. I'm now an Ensign with 100%. Guess I need to find another mission right away!

Ok I know this has been discussed but it is getting frustrated to move on from WO to Ensign. Why do we need to complete specific Navy missions when all other previous rank increases were just missions generated by the Feds? I've donated to the cause and completed about 12 Feds missions to get off that ridiculous 100% WO rank but now loosing interest to gain the next.
Surely the non specific navy missions warrant credibility for promotion!

We've been promised for a while now a revamp of the military career path. I'm assuming it'll be one of the "core gameplay improvements" being looked at for 3.0.

I'm pretty sure all faction ranks require specific missions, it's just the way the devs designed it. Why? Who knows, but it's not like they are overly hard to find, or to complete either.

Update. Actually received a ranking mission. Paid 600k as well. I'm now an Ensign.

I used my Mission specific Adder to complete it. Well it was my contingency ship. If I were to be blown up trying to complete the mission the insurance would just be $118K
