Horizons Rank up empire

Am 99% rep with empire, am confused, have read all the posts about repping up, some say go to a military base to get the rank progression mission, others say trade within two stations till it appears?
Any simple clear advice please?

Reputation and Rank are different, look on the left panel, if your rank is at 100% then you need to look out for a Naval progression mission. Take that mission and complete it successfully and you'll rank up to the next level. If you've been at 100% for a while and still doing missions for the Empire you'll be well on the way to the next rank as well.
