Horizons ranking up with major factions nerf'd (how much exactly?)

I played from vanilla and my quest to get to Baron was relatively straight forward, yes there were occasions when it was a little grindy but it was acceptable.

I'm now trying to grind my way up to Duke for the cutter but it seems to be taking a LOT longer than I initially anticipated. Did something like 100+ missions and I'm only 50% through the next rank, seriously .5% per mission? Are some missions more favorable than others?

Any help/guidance would be really appreciated.

I don't know what is the states of HIP 10716 / Shu Babassi. Shu Babassi is safer.
If the factions there are in states they should probably generate quite a lot data mission. Stack them, take the risk.
You are looking for a set of 20 data missions gives 8%-10%. Earl or higher 6%-8%

Four days of 12 hour sitting and a bit lucky mission board will get you from Court to Duke.
