Any place you can stack missions from multiple federation associated factions. The more the better. Probably in and around Sol I would think as that 's the Fed capitol. Also always take the reputation rewards when ranking up as the reputation is what ur rank advancement goes off. o7

There is a minor downside to using Sol itself, although you can get lots of outbound missions there, because it is a permit lock system you won't get any return missions.

Some like to find pairs of Federation systems and run missions back and forth.

The best way to rank up without question is to do the resue missions in the burning stations because you can complete 100 to 120 missions per hour. You should check every Thursday to see if there are any burning stations in Federation space using the galaxy map filter, then check that the Federation factions in the station haven't defected to the Thargoids, like last time.
