I was wondering if there was a system to how this refreshes? Do I have to fly out and back in the station? Doing the Engineer that wants cigars and just getting tired of going back-and-forth for only 8 cigars per trip.

Yeah, this.It refreshes about every 10 minutes until the max is reached. (Typically, 14t)

Why FD think that waiting is an interesting game mechanic, I still haven't figured out.
OP. Next time you are considering unlocking an engineer that wants rare goods, check the system state before you go there. If it is Boom, go straight there as you'll get a bonus amount. Anything else, you'll get lesser allocations and probably have to wait. If it is in Lockdown, don't bother as there won't even be a commodity market.
I unlocked that engineer 4 days ago. I was waiting for it to be in Boom and I could buy 45 cigars in one go. I was playing the rest of the game in the mean time. Following a scripted goal in ED doesn't seem to be working as it depends on actions of other players too. 45T in one go isn't bad at all.
Alternatively start tea bagging. Get others to collect their allocation and drop them to you outside the no fire zone. Load up and off you go.

I bought 45 cigars yesterday. I delivered them to Hera Tani and I went back to Kamitra and there's no more cigars. Multiple refresh, reboot the game, computer. Solo, private group or multi, that's not working. There's still no cigars in Kamitra anymore... What do I have to do ?

grab your allocation
wait 10 min
fly out of station and dump max 20t of rare commodity you are collecting
Select one canister (so you can find it again)
fly back to station load up again
fly back out and scoop your dumped cargo

You'll have to be outside the NFZ to avoid a fine. The problem with that is if you drop the cans too far away from the station, they will be lost from the instance when you return for your next batch.haven't done this for ages so not sure if new C&P might cause issues
