Rare Spawn been nerfed?

Fellow commanders,

I have noticed an alarming thing, my trade route does not seem to be spawning rares at the same rate it did previously...

Eleu, Finney dock has a 13 max but only seems to be spawning very very slowly....

Have Rares been nerfed??!!??
