Engineers Rare's not where i thought they were

Bear in mind this is my first update so this may be the norm but when i have been visiting starports that should have rares, they don't. This has happened so far at Bast, 39 Tauri and Witchhaul. Is it normal that they change rares/rare locations for new updates?

Check the states of the government. Has the main faction changed? Are there in civil war or war? All this can be a reason for rares not to show.
