After engineering a D-rate power plant for example, can this be applied to an A-rated pp?
Or does the engineering need to be repeated?

Duh, D-rated pp is sold or moved to storage when A-rated pp is purchased. The engineer modifications do not transfer, each module needs to be separately engineered.
