I finally started to do some engineering and hoped to buy chromium from a raw material trader. These traders can be found easily enough using INARA, but when I get there, they have no raw material in stock. Happened to me about five times and now I start to think I am doing something wrong.

Aye, the materials traders barter materials for materials rather than retail the materials for cash.
Chromium is very commonly found on planets. You could drive around a suitable planet in a SRV and shoot rocks for it.
It's so common (at least it used to be), I started to ignore it, although with the traders it makes sense to hoover up everything you come across.

The number is what you have in stock to trade, obviously you have no chromium. The trader has an infinite amount. I dunno why that one gets so many people. 
Go to a planet with volcanic activity, find your geological sites and you should find more chromium than you can carry. It's always one of the 1st elements I have to put on ignore, along with carbon. I traded like 150 of them for 2 tungsten or something silly just because i leave so many chromium chunks laying around.
So I need to have other raw materials with me that the raw material trader accepts in exchange for hs chromium?

No, you don't. You need to have sufficient of another raw material to exchange for chromium.
