Raxxla is in the Codex

I doubt it's in the codex, nor will the dark wheel be.
They just stuck it for the stream, presumably just as a bit of encouragement to keep looking.
It's possible the new mechanics now make finding Raxxla feasible, or that they did some work on this area of the game but can't outright say that.

Both Raxxla and the Dark Wheel (which may or may not be related to the faction in Shinrarta) are deep in the heart of Elite Lore since 1984, and I see no reason why they should not be in ED as well. Didn't Braben even state once Raxxla is already in the game and they know where it is? From what I get, it's a gateway to another universe, wormhole or whatever. Could well be that once it's discovered, a new chapter will begin - Elite Deadly? For now, though, I assume it's hidden behind some permit lock and not accessible to CMDRs. No reason to leave out the Raxxla myth from the Codex, though.

I saw this too my friend! along with other things that made me drool with anticipation this was one of them
I believe it will strongly be a lore catch up, but that only confirms that it was in the past (and therefore the present in some way
)I know of the dark wheel a little, and by little I just mean I know they are in found In the Founders World system (that I misspell every-darn-time
) so some background lore on that will be very interesting! As for Raxxia thing, hearing something about it in game would help me understand what on earth the whole forum bombardment of this (planet?) is all about... at the moment whenever I hear 'Raxxia' mentioned I have a kneejerk reaction to roll my eyes and go "next post please.." 
I think Raxxla will be part of the next premium DLC. It’s a big topic and pretty exciting.
I have several thoughts:
1) Raxxla has been in the game since release, unless you want to accuse the senior developers, and David Braben, of lying.
2) Therefore, I would suggest that Raxxla is most probably an unlandable planet somewhere (maybe near or inside the bubble?) that is only notable for some flavour text in the system map, and maybe a unique texture applied to the planet.
3) The Raxxla entry in the Codex is likely a troll by the devs, for the purposes of the recent livestream and won't appear in the live game, or if so will just be a collection of rumours. ("There will be no clues" etc)
4) I hope I am wrong on points 2 and 3.

it has been confirmed that it has been in game since day 1, and that it does not need a permit or special equipment to find it. and only 2 or 3 people in FDev know where it is, which makes certain FDev employee's part of (the club).
to be honest I think some one might find raxxla early next year, then everyone will put it on there list of places to visit.
Raxxla may just turn out to be a planet with a particular description. "its in the game" doesn't mean there's any gameplay or anything special around it. It may just turn out to be a hand-crafted planet with a special description.
Even that would be a cool thing to stumble across.
It's what I'd expect. I'd still shout with joy over finding that though, as it's still Raxxla. The hunt for Raxxla isn't about finding a new shiny bit of gameplay. It's about finding something you shouldn't. It's about questioning the reality presented to you and if you decide to keep falling down the rabbit hole. It's a journey through space and time that goes straight through your soul, changing your perception and allowing you to see past the facade of obfuscation and into the heart of fact, reason, and truth; even if that knowledge follows rules outside your current understandings of fact, reason, and logic. That is what Raxxla is all about.
my band of misfits joke about finding it, getting first discovered and then forgetting where it was, to be honest I was happy finding the merope 5c barnacle day 1 on ps4 lol
