I've been interested in the Raxxla/Forever signal rumor that's been going around, and it appears that maybe SOME stations have "FSP" and a number on them? Or does it stand for Federal Something Something? The one I am at is FSP#0960, Haxel Port in LTT15574. Now, one thing I noticed is that some stations in backwater country have different text. The Lorrah Dock in Silintae says "Never Surrender." It's well outside the Powerplay systems. At least a few jumps for non-exploration or multi-purpose builds. Speaking of which, why does Polaris, an empty system, require a permit? In times past, sailors used Polaris, the North Star, to find their way in the ocean. It's also one of only four systems that are always displayed on the GalMap, besides Sol, Achenar, and, our galaxy's core, Sagittarius A. When zoomed in on the GalMap in the Inner Orion Spur, I can hear someone walking then writing something down, at various paces. I think the signal is hand-drawn. It's not entirely random, but it is done by a person. Wherever Raxxla is, getting there starts with some sort of human construction, be it a base or rogue planet. You may need a cipher that is in-game, or you may need to build one based on several stations, if not many.
One thing I realized is that if you take your ship outside a system, your warp speed increases to insane numbers. You could theoretically get to a star next to you without using the warp drive, just supercruise. I think you have to venture outside the safety of a system with lots of fuel and find it that way. But... you'll need that cipher or you're not ever going to find it.
Lastly something unrelated to Raxxla, but related to stenography: I'm a huge Descent guy, and I saw that Zeta Aquilae is an in-game system, with a high-value star I might add. The FSS value of the entire system is fairly high (about 300k) without DSSing anything. I went there and did an FSS, found a planet with some odd robotic yet alien chatter and decided to check it out. There's only three formations, and they're all owned by the German Pilot's Lounge, which, for those of you who know, Descent was extremely popular with the Germans, because all three games passed muster with German content filtering for video games, movies, and such. It was one of the few AAA titles to do so. I recorded the FSS signal and it has some kind of small text hidden in the audio. I'll try to make friends with the Lounge and check it out. I wonder if Quartzon is in the game, too. It probably has a buttload of high-value water planets to scan.
Also, huge, huge up to FDev for naming all sorts of places after real people who are scifi writers!
