At present if the engines are off we have no input or control over a ship
It would be useful if, when one turns the thrusters/engines off, to still be able to pitch yaw, and roll, and make small adjustments to vector, and limited to low velocities
So we could, when trying to run cool, cut power to Thrusters and still have a small amount of control.
If Thrusters were damaged to 0% then the current rule applies
