Are you guys going to make Rollercoaster Tycoon 4?

There are currently no plans for RCT4, whether another RCT gets made isn't just up to us.

Yes, we have to take into consideration the plans of the IP holders and publishers etc. before making a game - especially for a game such as RollerCoaster Tycoon whereby we were not the original developer

Can't you ask Chris Swayer if you can buy the rights to it I need my RCT fix.
