I've made the 2 hour journey to maia and bought 1 meta alloy. I'm on way to meet with felicity now.. When I get there will the blue print be accessible at the moment its greyed out.

You do not need to be in open, actually it is a bad idea.
You should open the engineers menu, 'donate' your meta alloy and then all should work. If you need to access services, they will show up after you log out and in again.
So just land (preferrably in solo), open engineers from the station menu and donate, then log to the games menu, back in and you should be all set.

Hope you're not on XBox One. For the second time, a friend has had the Meta Alloy disappear from their cargo when entering Deciat. The last time it happened was quite some time ago, so it's a "bug" that's not been fixed. I think support suggests clearing the XB1 cache but another trip to Maia is inevitable since this 1st MA is already gone.
