The online game Eve Online uses citizen science in an in game mini game called "Project Discovery". You get in game benefits for helping with real life science. why not in elite also ?

Short answer, because this is Elite and not Eve.
Long answer, I have seen every type of "feature" from other games requested, surface tank wars - which would never be as good as World of Tanks, FPS - which would never be as good as CoD, so if you want tank battles of epic FPS, or indeed stuff from EVE, and if it is all so great, why are you here? In the end what features are included are down to David Braben and FDEV. I have no problem people asking for stuff, but it's amazing how upset some people get when other people post against their pet "stolen ideas from other games" suggestions.

Yes you saw it on EVE, and brought this idea to Elite where it doesn't belong, it belong to EVE so it's a stolen idea. No you didn't claim it to be yours, but that's not the point. You do realise that game makers own the rights to the stuff they create, you just can't take stuff out of one game and insert it wholesale into another game.
