The Hutton Mug is not a Frontier thing - it is controlled by Hutton Orbital Truckers. I think you can earn a mug by finding out what kind of crazy things that player group are doing at the moment and participating in it. I have one which I got quite a few years ago.
Just deliver 10 mugs and 10 gin in any week to stations that haven't had them yet whilst running the Hutton Helper and your name goes into the hat - we've given 16 away so far in this campaign! (and nearly 400 since day 1 of Hutton existing)
With 238 commanders delivering at the moment, maybe half who already have mugs, the odds are quite good...
