Engineers Really confused | Engineer Grade

Thought I was understanding grades but it appears not.

So I have Felicity at Grade 5. I have my FSD engineered to 5.

I went back to upgrade some Shield Boosters to grade 4, but she only offers grade 1. I've crafted a few grade 1's thinking it would unlock grade two and so on, but it just says this modification has been complete. I have enough mats for grade 3 and 4.

Can someone explain this to me?

The good Aunt Felicity can only do Shield Boosters up to grade 1.
Look here, please: Felicity Farseer on INARA

She can do FSD up to 5, sensors and thrusters up to 3, the rest only grade 1.

Edit: Lei Cheung can do Shield Boosters up to grade 3, Didi Vaterman can do grade 5 for Shield Boosters.

Ah, gotcha... What confused me was in Inara, after clicking on her shield booster it showed L5, but I see now that's just the generic shield booster page.
