Once again, @leehonglocal, you're asking for information that nobody except Frontier can give you, and I can promise you they won't give you a full answer (if any answer at all). They're a very quiet company when it comes to discussions of their inner workings.
We can only guess. Some of the animals in the game were clearly chosen because they are iconic, some were chosen because they are in need of conservatiion, and others it seems were chosen because they were simply easier to make than others. But really, who knows?

SDanWolf, a YT content creator with more "clout" than any of us, asked Chante straight up if he could get some clarification for essentially this question, and she told him that Frontier didn't really have anything to say about. I doubt we'll ever truly know

I’m pretty sure if your asking how frontier decides on animal choices it’s done by voting if I remember right from what I read awhile back. A article I remember reading mentioned all animals are voted on by staff. Except for animals like lions and what not I imagine they considering popularity get in regardless. There’s actually a article titled how frontier narrowed down 2 million species down to 76.
