Rebalance Fleet carrier outfitting around Themes.

Very few people use outfitting or shipyards on their carriers at the moment, largely because the way it is implemented is just so awkward. You get one thing you want, and 15 things you don't.

Clearly, F Dev want to have this package system, so in lieu of removing it entirely, what if it were changed to one based around the themes you can set for your carrier? Piracy, Mining, and so on.

For example, the mining theme would contain the types 6, 7, and 9, the refineries, collector limpets, prospector limpets, and Mining weapons.

The piracy theme would contain the Clipper, The Phantom, and the Anaconda, hatch breaker limpets, interdictors, and manifest scanners.

And so on. This way, players could easily outfit themselves for any particular activity, without needing to load up on a bunch of random garbage they don't need. And it would fit thematically with the existing Fleet carriers settings.
