Given the number of complaints around "griefing" etc., and that currently high security systems do not seem to provide enough of a deterrent to both griefers and possibly pirates, this is a suggestion to rebalance security reaction in the different system zones, ensuring that any interdictions etc. in high security systems are met with almost overwhelming force in a very short period of time.
